Certainly, racism exists in every single society on the globe. Education can change that. But, government action can never stomp it out.

However, every individual can take responsibility for their own actions. When faced with that, many want to shirk it. Having freedom, freedom of choice, and accepting responsibility for that choice is extremely frightening.
