It’s excellent to have another voice calling for this data to be opened!

A note about timelines: the data was first requested way back in 2009. In 2011 they said they were “undertaking to review the licence agreement against the criteria of the NZGOAL framework” and again in 2014 said “Since 2013, NZFS has been working with the NZ Geospatial Office (NZGO) and LINZ to establish and mandate the NZ Localities dataset as a fundamental dataset for NZ”.

Even as it is released as part of the Address Information Dataset under a CC-BY license, they seem to still claim the restricted license applies (see this thread http://groups.open.org.nz/groups/geomash/messages/topic/5kY4fAo3DCnDC3fWp3gaoV/)
