As far as I can tell the alternatives to a 501c4 are: a Super PAC and a regular PAC. A regular PAC is limited to getting people elected; you can’t use a PAC to train grassroots organizers, set up a think tank (the Sanders Institute), and so on. And a Super PAC is out of the question.
