You are true about the fact that human intelligence is based on a lot of factors and is not that easy to mimic in machines. But, as explained in the article, there can be approaches, following which we can have AI that can think or act humanly(extremely difficult and maybe not possible).

This is different from creating an IA. Because an AI designed to act humanly, will completely replace human cognitive functions, but an IA will supplement and support human thinking, analysis, and planning, and leave the human at the center of human-computer interaction (HCI). As you can see human intelligence is just used as a metric to measure the success of AI, which is totally different from IA.
