While the diagram is a great simplification of iterative design I don’t think if you want to build a car you first build a skateboard. It assumes that there is some clear evidence or data that tells the team that the motorcycle can or should become a car.

I was thinking more in the lines of solving a user’s pain of travelling from point A to point B. As a company who is invested in solving this problem for the user, it would attempt at building a skateboard first.
