Your definition is whatever you want it to mean at any given moment.
No, it really isn’t.
A socialist policy is any government intervention in the economy which has economic redistribution as its aim. A government is socialist to the degree that it pursues such policies.
This does not necessarily imply government expropriation of factories or companies.
This definition is a very common usage; I’m not simply making it up. And it is not especially vague either.
