One big reason to use semantic html, css and progressive js is because the Web is not just for programmers. And, even programmers did not start out life as programmers: they started as kids often with no clue how a Web page works. So, the closer to the minimum possible framework we need, the more programmers will arrive at their destination by starting with the Web.
