They can spawn criminal investigations, but this is very rare. This investigation began as a look at Russian interference and then, according to the Guardian, was pushed by Obama’s appointee, John Brennan, to include a look at any connections to the campaign, which went as far as wiretapping an associate of Trump’s campaign. This was not based on ‘credible evidence,’ but, as reported by CNN, was based on fake political op research funded by Clinton surrogates and created by a firm with ties to Russian propaganda. Despite the multiagency investigation absolutely no evidence of collusion has thus far been found.
