My issue isn’t with the change in policy itself, but in the inciting factors. Certain large YouTubers exploit the algorithm, as you said, giving the site a bad name during controversy, and as reaction, YouTube alters the algorithms to remove a benefit from small creators. I’m not saying anyone is entitled to being paid for posting content on the site. Not at all. It is frustrating, however, when an income — even a small one — is suddenly taken away from the underdogs because of the negative actions of a top dog.
