Essentially, it boils down to the concept of “promissory estoppel:”

Promissory estoppel in plain language is that you must be true in making a representation of a promise also you cannot go ‘hot and cold’ with what you had promised. (Source)

To be certain, it’s very unlikely that any lawsuit based on promissory estoppel would be successful—but it’s extremely likely that they would still be filed.
