Example of Bad Interaction Design

In the CEB Building there are lights in the stairwell that face upward. Hardly any light comes off of these. It seems as though the purpose of them would be to light up artwork or a sign, but there isn’t anything there. There are signs below the light. Plus, there is a wall of windows letting in natural light. I don’t get the purpose of these lights, besides wasting electricity.
