I do not completely agree with your statements. Leaving out any discussion whether SAFe or Scrum are good or evel or agile or not — I do not agree that agility is identical to everything has to change in a fast way.
There are some essential truths that do not change. There are only very few, ok, but there are. For example: Care for people; or avoid waste or others.
Even in the agile framework Safe, LeSS, DAD, Nexus, you-name-it, there are truths compiled. The awkwardly behavior of so called consultants and the (still existing tremendous) naivety of managers in companies prevent and intelligent and wise adoption of the existing collections.
I always wonder why organization believe I can buy a mindset change (that the real change) with dollars and with external consultancy. Like going to a doctor and buying health. But — to strech that analogy — a good physiotherapist knows good practices to recover and become healthy again.
