It’s amazing how you seem not to have a clue how a decentralized, peer-to-peer payment system should work.

The users of such a system should have a vote about the consensus rules, because they have to trust the system. That vote is in the implementation of the full node they are running.

Your assumption that miners will always work in the best interest of the system is wrong. Why else would we see empty blocks mined while the mempool is full just to keep fees high?

Miners have not the same interests as users.
