In my view, you have a fundamental confusion. A political system is much more than a system of laws and government. The political system includes the communication system between people and elected officials, plus the whole social context in which they perform. Most of our political system wasn’t designed- at all. Its lack of design has been invisible, as far as I can tell, to the whole field of political science. Much is possible there, easily, cheaply, quickly. Without any changes in laws, our whole political system could be transformed in a way that makes government suddenly accountable. But you’ll have to widen your view a bit.
