Well, this article(https://qz.com/494396/indias-obsession-for-english-is-depriving-many-children-of-a-real-education/) covers all the facets of the current education system in India, and what makes it as it is today.
The obsession has to do with what low income households(which would be the majority of the population) perceive as the only way to ensure a better future for their children - Education in an English Medium school.
And it has worked. Kids in metros - who are exposed to English at an earlier age, are quite at home communicating in English by the time they attend interviews - get jobs easily when compared to those in smaller towns, who in turn fare better than the ones in villages.
If you know English it is definitely an asset, but it has come to be so closely associated with more employment opportunities that the need for knowing English has overtaken that of better education.
