We have to Break ranks with wrong. The Police departments in America must regulate the conduct of their officers. No profession or occupation is allowed to work without a standard that is regulated, except the police officers in America. Every profession or occupation have some who fail at their jobs, who are in efficient and in effective. Rather than harm the public these few face some kind of standardized discipline. The common defense for misconduct among the police leading to injury and death is this”It happened in the line of duty”. This defense is the accepted defense by the department of justice and therefore law enforcement is admitting that loss of innocent life is a possibility. This admission makes police brutality a job hazard. The best way to address this is a new comprehensive policy which protects the officer and the public. All police officers must carry mal practice insurance. Every police officer who is involved in a fatal shooting while in the line of duty can not return to active duty without counseling; this is on the job counseling paid by the union. And if an officer who is working in stressful conditions does not submit to on the job counseling the officer goes into a review from the community to decide if the return to that community is welcomed. Upon a second complaint of brutality the officer forfeits retirement pension to the state or city. The police do use excessive force and these techniques may be good in crime fighting however they are very expensive in the cost of budgetary funds and in terms of innocent life. Tax payers are the ones who compensate the injured person’s survivors, to pay for hospital bills and therapy that in some cases is life long. Cost to public hospitals because of the injury sustained by survivors of police brutality has become excessive. The police officer’s occupation must be regulated by a new policy standard that is comprehensive. The Dept. of Justice must be petitioned to adopt policy changes that will regulate the standard of the law enforcement profession. Mal practice insurance for every officer, on the job counseling for those involved in police brutality complaint paid by the union, and forfeiture of retirement pension after the 2nd misconduct complaint.
