Despite the fact that the motorcade was running late, all of the workers in the break-room had no trouble knowing when to leave the building to go outside to watch the drive-by. The only obvious source of such “running late, and how late” info would have been the broadcast radio common in many break-rooms.

In any case, since no one left the room early, there must have been some source of info for the lateness of the motorcade, which allowed Oswald plenty of time to get in position.
