I think your definition of racism is incomplete. Racism is not limited to be institutional. I agree that this is the bigger and certainly the most important point, but that doesn’t mean certain actions are to be called “prejudice”, instead of “racist” just because there is no systemic backing.

If person A (member of a certain race X) attacks/kills/offends person B (member of a certain race Y) on the street, because person A thinks that race X was naturally superior to race Y and therefore members of race X were obligated to act like that, this is racism (not prejudice), no matter which race (X or Y) is exposed to institutional racism.
