It really doesn't matter either way.

Any time a people moves towards more freedom and autonomy, that generally means more access to weapons - and therefore, down the road, war.

Creating an actual state is just going to give them that - it comes right along with economic progress and freedom, always does.

There is no solution to getting people that violently hate each other from violently killing each other.

Wealth can put pauses in it. That's why the US hasn't had a second civil war yet. People are more interested in maintaining their wealth than proving the opposition wrong.
