Data centers and ems

Robin Hanson in his book The Age of Em suggests that the first communities of ems will appear in the countries with liberal laws and cold weather (which is suitable for large data centers). Denmark should be the first suspect: Christiania seems to be a relevant experience, Baltic Sea is cold enough, and maybe Greenland will still be available for putting some data centers there and considering them Danish.
