Interesting article. I’m unfamiliar with urban planning in the U.K. but here in the U.S. public participation is a already big component in the planning process, from major comprehensive plans to design guidelines. Also, planning departments are continually underfunded, subsisting on mainly developer fees and less on general fund allocations (i.e., public planners spend less time on citywide planning initiatives and more on individual projects).
