How to relocate an entire city? A story of Kiruna, Sweden

Kiruna is the town located in Lapland, Northern Sweden with 20,000 population. The city’s vicinity shares a long history with the indigenous Sami people, with evidence of at least 6000 years of settlement. How would you move a city like this?
