I had a really great student who wants to be a high school teacher. If you tell a grad program that, it is the kiss of death — they will not accept you. Even state school programs that are supposed to do it as part of their mission. It’s really not just sad, but destructive and foolish. Prestige supposedly comes from PhDs, but really great MA programs with a teaching certification are what we often need and those programs are disappearing. Often because university administrators push it.
