I’m guessing that people are being contacted by individuals they consider out of their desired age range. Rather than allowing visitors to find them, only to be disappointed they are not allowed to contact them ala POF which pretends its actually the user that blocked you in most cases, they apparently have gone a different direction.

Now you could reasonably argue for a redesign to ensure that the limits conform to the users wishes on a much more explicit basis, but otherwise I do not think it all that unreasonable.

Eventually people will do what they do on POF, which is to lie about their age on the profile setting, but set the record state in the introduction with an explanation as to why.
