A while ago, I read some pretty convincing conservative stuff about how right-wingers were resisting having the federal government give any money to pipe-replacement in Flint as Flint had been allocated the necessary funds by Michigan to do pipe-replacement themselves. Then I read that the allocation of federal funds would permit pipe-replacement t go forward.

What exactly is the problem that has been holding up the replacement of pipes this whole time?
