This is a fine example of how totalitarians employ chaos to neutralize the existing government, allowing a small, fast moving band of thugs to seize the reins of power.

The West is not vulnerable to a sudden collapse of structure and rise of dictators, at least not North America and Europe, but chaos in the streets can and often does move nations in small steps in that direction. Small steps over a long time are insidious but effective.
