Only one entirely ignorant of history can claim that the military forces running Japan were ready to surrender. Their forces in China were still killing tens of thousands every month. Their forces in Japan were preparing to resist invasion with everything at their disposal. They didn’t even surrender after the first bomb was dropped. Their internal documents show they were prepared to continue. Their goal was to make continuing so costly for the Allies that they would stop.

Their strategy, proven by testimony and documents, was to force the invasion and make it vastly more costly than the Okinawa invasion, until they could achieve, not a surrender, but a cease fire and disengagement that would allow Japan to avoid occupation and allow the military to continue to dominate the government.
