There are two trends working against diminishment of the bureaucracy by decentralization and e-government. First, Presidents now use their agencies to enact into law their policies that they can’t get passed into law by Congress. Immigration and the war on fossil fuels come to mind. Politicians will not willingly give that (corrupt) power up. Second, security. The more that our government and military are put into central databases and into internet processes, the more vulnerable we become to foreign attacks on those systems. Our government and military have been repeatedly hacked. And never forget, the internet runs through undersea cables and satellites, both of which are soft targets.
