I did leave out one important prerequisite though: there is no PM, PO or other authority figure around who puts pressure on a team to maximize short term output over long term sustainable and increased productivity.

If team members are structurally pitched against each other because the organisational emphasis is on maximum individual performance, no amount of communication within the team is going to fix that.
