Weak leaders abuse the fuzziness of that evaluation by keeping it vague what results they expect. That way, they can always claim “losing confidence” as a reason for throwing someone under the bus.

They keep their people in constant uncertainty about what it takes to build or lose confidence and act like capricious little gods, hiding behind the buck-stops-here routine.
