What if the risk is too much for the Boxers? The issue I dont belive is knowing the problem, its overcoming institutional momentum. What is the critical mass nesseary for change to take place? If one or one hundred boxers risk their career for change will it be enough, or will their actions be used by others as a reason to adjust their rating profiles enough to once more raise the ranks of those that follow along with the game? What is the forcing mechanism besides a concept of duty.
