I agree the states are a wonderful sources of experimentation and innovation to figure out best practices for things like taxation (let’s recast that as incentives/disincentives). So, what things make sense at a state level? and what at a national level? I see land use, street design, routine maintenance, first response to safety investigations as happening locally.
