For a large developer this is correct. However, there have been a lot of the ideas bandied around about how adding duplexes and triplexes to single family neighborhoods could help alleviate the housing crisis. In theory, they wouldn’t need to come from a large developer; they’re supposed to be in range for smaller scale operations or even individual landowners. In this scenario at least that seems to not be the case. And at current zoning, the property in question is unlikely to be of interest to large developers, as they’re seeking projects large enough to benefit from economies of scale. You’re right that the land value appreciation is significant; with enough available liquidity the project could make sense.
