I read through the TOS in entirety at launch, and I interpreted it the same way. That said, Ideogram has made public statements in the last week clarifying that "the Services" in this context is in relation to the platform, not the prompts or generated content.

It sounds like they're working on clarifying in the actual TOS which was written when they were in stealth mode.
