First, this addresses a phenomenon far too brief to be significant. And secondly, the victims of any terrorist attack in recent years might well beg to differ. If this is a real phenomenon- which I seriously doubt- it merely describes a change in the modality of war which makes it infinitely more random and more dangerous to the average civilian resting in theoretical safety far from any acknowledged war zone.
