Just read the constitution…

Article II — Section 2
(…) he shall have Power to grant Reprieves and Pardons for Offences against the United States, except in Cases of Impeachment.

It is very clear, the President cannot grant pardons in cases of impeachment, that includes him and any public official, per the constitution.

Article II — Section 4
The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.

Nixon got the pardon because he was never impeach.
