By the way, the Constitution does NOT specify how a state assigns its electors. Maine and Nebraska both use a system where electors are assigned by Congressional district. If you’re not happy with the way the EC works, perhaps you could petition your state government to change the way they assign electors.

No Constitutional amendment needed.
