The environment is not eternal and unchanging.

You can’t have it both ways. It can’t be (a) that every innovation will have unforeseen consequences and (b) that there is an innovation that will foresee the heretofore unforeseen consequences.

It’s certainly the case that a great deal of our thinking assumed that we were always operating in a framework that was so big that it would not be changed by any local actions we take. We have thought that about the environment. We have thought that about the markets. We know neither of these is true. The context within which an event occurs is always changed by the event. We have to keep reminding ourselves of that and not let ourselves pretend that the larger environment is always unchanging.
