Just on this line:

If I’m going to explain why I’m not a neoliberal, it won’t be because I reject evidence in favour of dogma.

My post does not claim that any of the points are exclusive to neoliberals. I explicitly say, right at the start:

Here are a few common beliefs that I think “we” have in common. I’m not claiming that these beliefs are exclusive to us, of course.

My post is not an argument, it does not claim that the elements of neoliberalism necessarily flow from one another, and it does not claim that belief in what I list is the property of people I deem ‘neoliberals’. It is purely descriptive.
