One more thing: You may have figured out by now how to do this for text areas with a text formatter, but in case you haven't, you need to copy text-format-wrapper.html.twig from core/modules/filter/templates and then move the "if" block for description above the {{ children }}. That was driving me crazy today, but I finally figured it out.
