You’ve been given false information. The Democratic amendment did include redress through the courts. The difference between the two measures is mostly which comes first — the review or acquiring the firearm.

In the Democratic amendment, the person is denied the firearm until s/he can prove s/he is not a danger.

In the Republican amendment, the person gets the firearm and the government must prove, within 72 hours (not three business days) s/he is a danger and confiscate it.
