Yes. I’ve lived in Santa Barbara for three and a half years now. The City Council passed a law banning short term rental in residential areas for the reasons you mentioned. Transient Occupancy Taxes have remained stable (barring the horrific Thomas Fire and subsequent mudslides) and business is picking up.
BTW we made a conscious decision to live where we vacation and vacation where we live after leaving Minnesota. I can’t fault the folks coming into town to enjoy what the Central Coast has to offer.
