Electoral Reforms- India
How to prevent hung assembly during elections (not a fool proof method):
All voters should be asked to enter two choices, first and second. The same should be accounted for accordingly
In case of hung assembly, consider only the top two groups that do not have the required numbers, then we can do the following
- For the first group, now asses if it has landed as second choice. Get the count of the same.
o If this count along with the original adds up to the required number, then this becomes the obvious choice.
o If it still does not add up, then apply the same formula/approach for the second group and see if it matches.
o If this still does not, then fate puts us through to a hung assembly/parliament.
By using the above method, there is a probability that we will have a single group (pre-poll alliance) come to power. This ensures that we don’t have horse trading and other undesired activities happening. In addition, we can ensure that public’s money is not wasted in floor test, re-election and such.
