The way I think about this is… People operate on the basis of heuristics which they do not routinely re-evaluate or change.

If you want people to alter their heuristics you need to provide 2 things…

  1. feedback to the individual that their heuristic is no longer effective
  2. alternative heuristics in their close network that they can try to add and evolve their heuristics

Skunk works / labs can be helpful in providing alternative heuristics but they need to get their insights into the netwok

Organisational culture is crucial in providing the feedback that current approaches are not working so you need lots of people in organisations to be on board.

And the better networked people are within and between their organisations the more effectively (all things being equal) new ideas will spread.
