Does Boeing need the government to impose energy efficiency standards on aircraft design? No. Of course not.

Do airlines purchase gas-guzzling aircraft when more fuel efficient planes are available? No. Of course not.

Do home-buyers choose houses that are poorly insulated? Not if they can help it.

Does government regulation of energy improve outcomes for consumers? Impossible to say. But competition among enterprises that serve consumers absolutely leads to improvements for consumers.
