If the representation of blacks/hispanics in tech graduates is significantly higher than in Google, this can only mean Google did already lowered the bar just to be able to hire more whites. Otherwise it would mean race has an impact on competence, which is not the case.

In this case what Google needs to do is stop lowering their bar and fix their recruitment process so it does not take race into account.
