You’re missing the point. The system IS stacked and to couch “racism” as an active thing (people who wear hoods or burn crosses or kill minority people) is dismissing the reality of thousands of people’s experience, especially people of color.

We aren’t excused from being “not actively racists” when we don’t acknowledge the countless times that our inaction has allowed systemic racism to exist. All the author is saying is that our inaction is sometimes worse and I, for one, agree.
