Yet the solution you suggested ignored the root cause you identified. Why?

Instead you propose adding another layer on top that will further distort incentives in the market further.

How can we change regulation and subsidies to encourage more people to offer in home small scale daycare? This would reduce the deserts effect you discuss and create jobs in neighborhoods that need them.
