Check this link by Reuters on tax reform. The line of interest is this:

“Brady (House Ways and Means Committee) said the committee planned to move on the bill in the spring. He said he wanted the House blueprint to be the basis for Trump’s tax reform plan rather than have competing versions from Treasury and the White House.”

The house probably used a similar tactic for health care — they want to set the agenda and terms. Rather, they want to beat the administration to the punch! This suggests that Trump may have been too late on health care as well, thus having to support a bill he wouldn’t have preferred.
