I agree! 
I recently “took up” the DailyUI “challenge” (hype…) but — believe me or not — I spent like 3 days working on the sign up form. Not because my skills would be insufficient, but I found it extremely hard an annoying to “design” something without having a real context, constraints, problem to be solved etc. There was that voice inside my head “hey — you know that design is a method of problem solving right? then what the heck are you trying to do now??”
So I quit. Yes, after the first day. 
There certainly were some benefits (research on each UI element and its patterns is worth it), but why voluntarily do the art and calling it “designing”?
